Heterogeneous development solutions for semiconductors & Scaling up quantum technologies

Stimulating high-tech research
The HTSM programme aligns with our innovation domains and the National Technology Strategy (NTS). This strategy identifies key technologies needed for upcoming transitions, such as the energy transition, the circular transition and the development of digitalisation. This HTSM call stimulates research in the field of High Tech Systems and Materials in the Netherlands, to strengthen and expand the country’s high-tech knowledge base.
Focus on two research areas
The call covers two research areas. The first focuses on the development of new design and process technologies for the heterogeneous integration of chiplets within a single package, combining multiple physical domains. Artificial intelligence plays a key role in optimisation, design exploration and testing methods for advanced 2D and 3D integration.
The second focuses on quantum technologies, which have the potential to fundamentally transform existing systems for computation, communication and security. These technologies are still in an early stage of development compared to classical semiconductors. To accelerate the transition from fundamental research to practical applications, targeted knowledge development is needed around the production and scaling of quantum systems.
Budget and co-funding
NWO and Holland High Tech together make 11.85 million euro available for research proposals within this call for proposals. Half of this is reserved for proposals around the theme of semiconductors and the other half for quantum-related proposals.
It is mandatory to have two or more co-funders participate in the project. The co-funders must jointly contribute at least 20% of the total budget for the proposal. This can be in cash or in-kind.
Matchmaking
To support consortium formation, NWO and Holland High Tech are organising a matchmaking meeting on 2 March 2026. Here, interested parties can meet and exchange research ideas. Moreover, there will be more information about the conditions of the call and the submission process.
